An apostille is simply a form of specialized certificate provided by Secretaries of State.  The Apostille seal that is affixed to your original document that authenticates either (a) a notary public’s signature, or (b) the particular certified document.  Apostilles are accepted only by the over 100 countries who are members of the Hague Convention. 

All 50 secretaries of state and the Federal Government’s Department of State Office of Authentication issue Apostilles, though the process may be a little tricky.
